certmonger will not work at all without the system message bus, but it does not require the dbus package.
A minimum install does not have the dbus package installed and certmonger does not drag it in on installation resulting in a non function package

certmonger-0.30-4.fc14 has been pushed to the Fedora 14 testing repository.  If problems still persist, please make note of it in this bug report.
