the current version of qtgpsd we have no longer compiles against the version of gpsd we have.  Header files are missing.  Looks like moving on from what we have is necessary, or dropping qtgpsd since it hasn't been touched meaningfully since April of 2009.

This was discussed during the 2010-10-01 blocker review meeting. We conditionally accept it as a blocker on the basis of a proposed new criterion which requires there to be no unresolved dependencies or unintentional conflicts in any package (not just packages on the media) for Final release. After further discussion we agreed non-media dependency issues should be NTH, not blocker; downgrading.
