seapplet: Fix translations

The patch attached to this bug report fixes seapplet translations. It makes the following changes:

- Add localedir to DEFS
- Use ENABLE_NLS instead of USE_NLS
- Set up gettext
- Mark tray icon tooltip as translatable

If this patch is merged, update-po should also be ran in the framework po directory.
