Description of problem:
client doesn't pick an actions from sat540 with external db

Version-Release number of selected component (if applicable):
Satellite-5.4.0-RHEL5-re20101001.1

How reproducible:
always

Steps to Reproduce:
1. sat540 + external db
2. register client
3. schedule verify actions
  
Actual results:
4. actions is in pending actions
5. client: rhn_check doesn't pick an action

Expected results:
client pick an actions

Its not a bug.
Client and Server had a different time. And action was scheduled into the feature.
when time was the same. It works as expected.
