Description of problem:
look at https://bugzilla.redhat.com/show_bug.cgi?id=638762 for info
Systems-> Kickstart -> Profile ->  Create New Profile with a Rhel 6 tree ->System Details -> Locale 

Notice the drop down is empty..

I can see a lot of options in Timezone drop down box in Locale tab for RHEL6 kickstarts.
I can even change from default to some other option. Seems to works good.

I created a new rhel6 kickstart profile, timezone drop-down menu is non-empty. Changing timezone is visible in the kickstart file.

STAGE VALIDATED on Satellite-5.4.0-RHEL5-re20101015.0

The 5.4.0 RHN Satellite and RHN Proxy release has occurred. This issue has been resolved with this release.
