Description of problem:
I'm not sure this search is 100% functional right now, but if it is, it should probably be named something like "Down Resources" versus something server context-specific.

Repro steps:
1. Navigate to top level inventory tab
2. View Saved Searches > Down Servers tab

Current results
Ambiguously named.

Expected results:
Something with a more contextual name

"Down Servers" should be "Unavailable Server"

"Down Servers" is now labelled "Unavailable Servers".

This is also true for the URL (its now "...#Inventory/Resources/UnavailableServers")

verified the name is "Unavailable Servers" at this URL: http://localhost:7080/coregui/#Inventory   RHQ4.0 community release

Bulk closing of issues that were VERIFIED, had no target release and where the status changed more than a year ago.
