Bug 642535

Description of problem:
The new user form is wrapped in a .modalbox container to make it look like a modal dialog (such as the login form). This is appropriate when a user is creating an account for himself for the first time (self-service). This is not appropriate when all the chrome is in place when an administrator is logged in and creates new user accounts.


Steps to Reproduce:
1. Log into aggregator, go into system settings and manage users. 
2. Click on the create new user link on the sidebar. You're taken to /users/new

  
Actual results:
You are faced with a modal dialog while all the other chrome is in place (navigation/tabs).

Expected results:
The form should appear in-page, without the .modalbox wrapper.
