The report at http://curl.haxx.se/docs/adv_20101013.html indicates that this security issue only exists in the curl.exe binary:
  This error is only present in the curl command line tool, it is NOT a
  problem of the library libcurl.

The mingw32-curl package as bundled with all supported Fedora and EPEL releases is not affected by this security issue as the curl.exe binary isn't bundled with the package.
