Verified it (with newer XEmacs and sumo packages)... attempting to set the catalogs the way we do in Emacs didn't help.
verified this problem, really? i'm got xemacs-21.4.8-2.src.rpm from rawhide. this rpm package is difficult? please tell me verified xemacs package. now, xemacs-21.4.3-2.src.rpm have same problem.
This can be fixed by adding "/usr/lib/xemacs/xemacs-packages/etc/psgml/CATALOG" to sgml-catalog-files (it isn't there by default). I had a similar problem with a home-rolled installation of XEmacs, so perhaps this counts as an upstream problem. Similarly, /usr/lib/xemacs/xemacs-packages/etc/psgml/%o/%c/%d should be added to sgml-public-map.
Fixed in 21.4.8-11
