Description of problem:
run xemacs and create HTML file by Ctrl-x Ctrl-f then 
xemacs display 
"File mode specification error: (void-function deactivate-mark)" 
on mini-buffer.

and run xemacs, open HTML file by Ctrl-x Ctrl-f /tmp/aaa.html and
push [TAB] then xemacs display 
"External entity html not found"

this problem cause by psgml or xemacs... i think.
sorry, i have not detected this problem's cause, yet.

# emacs configuration file are all defaults from RedHat Linux 7.3.

Steps to Reproduce:
1.run xeamcs and create HTML file by Ctrl-x Ctrl-f
2.xeamcs display

1.run xemacs, open HTML file by Ctrl-x Ctrl-f /tmp/aaa.html
2.push [TAB] then xemacs display,
  "External entity html not found"

Verified it (with newer XEmacs and sumo packages)... attempting to set the
catalogs the way we do in Emacs didn't help.

verified this problem, really?

i'm got xemacs-21.4.8-2.src.rpm from rawhide. this rpm package is difficult?
please tell me verified xemacs package.

now, xemacs-21.4.3-2.src.rpm have same problem.

This can be fixed by adding "/usr/lib/xemacs/xemacs-packages/etc/psgml/CATALOG" 
to sgml-catalog-files (it isn't there by default). I had a similar problem with 
a home-rolled installation of XEmacs, so perhaps this counts as an upstream 
problem.

Similarly, /usr/lib/xemacs/xemacs-packages/etc/psgml/%o/%c/%d should be added 
to sgml-public-map.
