Managed Content Selection: search for a null or blank causes ISE to be displayed

Recreate:
1. click Deployables, create a template, click "add software"
2. Under the "MANAGED CONTENT SELECTION" there is a search box
3. click the search button (magnifying glass) or just click enter

Results:
Internal Server Error
Missing template templates/dispatch.erb in view path app/view

Expected Results:

All or no packages returned or a proper error message.
