Description of problem: when returning a system give option to return loan if loaned.
Rather than an option when returning the system, I believe it makes more sense to choose this option when *taking* the system. This allows time limited reservations to effectively function as a loan time limit, as described in bug 651479.

As we are not planning to address any further issues in current UI, due to technical stack and not being able to work with Python 3 codebase, I'm closing this issue as WONTFIX.
