Description of problem:
kernel-2.4.9-31.i686.rpm only sees 896MB of memory the debug version
2.4.9-31debug sees it all 1.5GB.  I have seen this on a 2.2GHZ P4 and a 
1.2GHZ Athalon

How reproducible:
Always

Steps to Reproduce:
1.Loaded all errata and kernel-2.4.9-31.i686.rpm
2.Reboot you only see 986MB of 1.5GB of memory
3.Loaded the debug version an all memory shows up.

are you very very very sure it's the i686 kernel you're using ?
(the i386 kernel has the 896 limit, the i686 kernel goes to about 4Gb)

rpm -q --qf %{arch} kernel

should tell you which kernel(s) for which architectures are installed.

The command did not work.

top shows Mem:   899652K av

running the debug version 
top shows Mem:  1544412K av
