Maybe some session services needed by NM aren't started? That would be weird. Anyhow, I don't know NM at all; re-assigning to NM for now.
BTW, I forgot to add that I have the same problem on 2 completely different laptops. One had a brand new F14 installation, the other got a "pre-upgrade".
This is not NetworkManager-specific problem, rather consolekit or slim/consolekit interaction issue. If you run ck-list-sessions, you will see that both active and is-local are FALSE.
