Description of problem:
There are some java script issues in IE8 that prevent the menu from functioning.

Also there are some layout issues when hiding the menu and when viewing the Statistics page.

How reproducible:
Always.

Steps to Reproduce:
1. Visit a Publican website in IE8
2. Click the menu
3. BOOM!

Javascript errors

Menu functions

Added some logic checks and tweaked css.

Fixed in build: 2.3-0%{?dist}.t51

Publican 2.4 has shipped with a fix for this issue.
