Description of problem:
More than 4 guest on  XEN host that is registered to Satellite and has  Virtualization entitlement can be registered to Satellite as well. 

Version-Release number of selected component (if applicable):
Satellite 5.4.

How reproducible:
Always

Steps to Reproduce:
1.Install XEN host.
2.Create  5 guests.
3.Register XEN host to Satellite.
4.Give Virtualization Entitlement to the XEN Host.
5.Resgister all 5 Gests
  
Actual results:
All 5  guests are registered.

Expected results:
Only 4 guest are registered.

What does the entitlement consumption look like? Does the one extra
guest register for free or does it consume one entitlement as it
is supposed to?
