Description of problem:

Currently block IO controller supports flat setup and does not allow creation of cgroup hierarchies. It does not work well with libvirt which creates vm groups few levels below root.

Allow creation of cgroup hierarchy but internally it will treated as flat setup
and all groups will be at same level.

Work is in progress and later we can introduce true hierarchy support.

Fixing this issue will remove one of the obstacles in the way of libvirt and block IO controller integration.

This request was erroneously denied for the current release of Red Hat
Enterprise Linux.  The error has been fixed and this request has been
re-proposed for the current release.
