Here is my .config/xfce4/panel/xkb-plugin-12913138501.rc:

display_type=1
group_policy=2
default_group=0
never_modify_config=false
model=pc105+inet
layouts=us,ru
variants=,phonetic
toggle_option=grp:alt_shift_toggle
compose_key_position=

I pressed Ctrl-Shift just out of habit - it used to be my old key combination. In case it matters, I also occasionally run setxkbmap -layout "us,ru(phonetic)" -option "grp:alt_shift_toggle" from the terminal - not sure if I ran it in this session though.
