pulp admin commands should contain only minimal CLI-handling code.
The rest of the code should be moved to a library to make it better testable and also reusable by 3rd party apps.

Now it's easier not to use pulp code at all and write own code instead.

This was addressed in previous sprint, by refactoring a separate api layer for cli. moving to modified
