It appears that somehow a secrets request for the connection comes in before the applet has processed the initial devices. Perhaps this is the case when the applet starts up and NM is waiting for secrets. The applet's settings service gets registered before the applet grabs the initial device list and thus there's a small window for a race. The GSM and CDMA devices are affected by this because they add an info object to the device that contains the DBus proxy object and other stuff and they use that when requesting secrets.
