qpid-tool is no longer available in qpid-cpp or any related packages

rawhide/f14 has qpid-tools subpkg

It will be in F14 soon as well, the qpid-cpp-0.8-4.fc14 update is currently in -testing: https://admin.fedoraproject.org/updates/qpid-cpp-0.8-4.fc14

It's definitely in now, as of the 0.10 update:

This message is a notice that Fedora 14 is now at end of life. Fedora 
has stopped maintaining and issuing updates for Fedora 14. It is 
Fedora's policy to close all bug reports from releases that are no 
longer maintained.  At this time, all open bugs with a Fedora 'version'
of '14' have been closed as WONTFIX.
