Let rpmbuild strip binaries

ptlib-debuginfo 2.8.3-1 is empty and ptlib's binaries unstripped, fix attached.  The problem was introduced in the 2.8.3 update, this patch brings back the things that should not have been removed in it.

The CFLAGS bit is not directly related, but shouldn't hurt to fix it while at it.
