This bug is present at least since fedora 12, and was reported also for fedora 13.
speech-dispatcher doesn't seem to work at all, which makes kde "speech-less". espeak is working fine.

How to reproduce

1.Simply typed the command spd-conf in the terminal

FC 12 in of life. The fix is in process but will not be fixed in F-12 and possibly not in F-13 depending of how intrusive and dependencies. I suggest upgrading to f-14 as it will be fixed there first.
