It should block nothing. Does everything work?
All of the functionality that I use seems to work either way, but I don't make extensive use of Kleopatra. When SELinux blocks access to gpg-agent, Kleopatra reports an error during the self-test on application start-up. Furthermore, I don't remember encountering this error when running as a default unconfined_u user. From an SELinux perspective, you probably don't want to allow this, since it isn't necessary. Should I take this bug to the Kleopatra developers, and ask that, if gpg-agent is the only self-test item that fails, it shouldn't trigger the warning to pop up? Assuming, of course, that everything does work...
