avc calls leak file descriptors

Previously, when the cupsd daemon was running with SELinux features enabled, file descriptor count was increasing over time until resources ran out. With this update, resources are allocated only once.
Since the problem described in this bug report should be
resolved in a recent advisory, it has been closed with a
resolution of ERRATA.
