While this is technically supported by python's timedelta, from a behavior standpoint we don't want the users specifying negative timeouts.

Not valid anymore with iso8601 changes. Closing as not a bug. For negative values, we get isodate.isoerror.ISO8601Error: Unrecognised ISO 8601 date format error.
