The repo URL is derived from the client.conf's [CDS] section and the relative path of the repo itself. This won't scale, since if we have to relocate the pulp server we'd have to edit *all* of the client configurations individually.

Additionally, this will have to change in the future so that the server can make the decision of which external CDS (if in use) is given to which consumers.
