libmx 1.1.3 is needed to package projects such as The Board [1], which currently requires >= 1.1.1; rawhide still ships 1.1.0. [1] http://live.gnome.org/TheBoardProject
MeeGo Netbook UX is in Fedora and currently depends on 1.1 so it will remain at that version until we decide when we're moving to a newer version of that.
That decision should be made in the next week or two.

Out of interest, is this because 1.1.3 breaks ABI in a way which is not compatible with current Meego packages or do you just want to be conservative? Reading its NEWS file, 1.1.3 seems to have quite a bit of fixes compared to 1.1.0, so if it's ABI-compatible, it should be a nice upgrade for Meego rawhide users too.

Its about what it/they support and we have enough trouble dealing with MeeGo as it is. I'm fairly certain 1.2 has moved to later releases of mx and I'm hoping to get the time this week to review the devel releases of 1.2 to see what's changed.
Just pushed 1.1.4 to rawhide
