sfc: the rss_cpus module parameter is ignored

https://bugzilla.redhat.com/show_bug.cgi?id=556563 updated the sfc driver. It caused a regression: The "rss_cpus" module parameter has no effect anymore. Product Management has requested further review of this request by Red Hat Engineering, for potential inclusion in a Red Hat Enterprise Linux Update release for currently deployed products. This request is not yet committed for inclusion in an Update release.
note for QA: "cat /proc/interrupts" to see that the parameter influences the number of queues used by the NIC.
