Description of problem:
Once the triggerd is pushed upstream, the condor-base-db will need to be updated to add 'DC_DAEMON_LIST = >= TRIGGERD' to the TriggerService feature.  This is because the triggerd is being pushed upstream as part of a contrib module without changing the default dc_daemon_list in master.

'DC_DAEMON_LIST: ">= TRIGGERD"' has been added to TriggerService in the base db.

Verified on RHEL5.6/6.1Snapshot1, condor-wallaby-base-db-1.9-1 (noarch package).
