Description of problem:
After selecting e.g. German as installation language I get an 'Cannot get translation file de.tr' on Alpha TC2.

I can't find specific criteria for i18n/l10n issues, but this seems to easily fit the NICE-TO-HAVE mold for Alpha

Per 2011-02-18 Alpha blocker meeting:

#agreed 677648 - RejectedBlocker, RejectedNTH, Common_F15_Bugs - issue only affects translation of loader (not graphical installer)
