Description of problem:
As testing for 666800 and following testing shows, when we have high number of vbd devices, creating new domain can fail due to timeout of hotplug script. This is caused sharing checking in hotplug script.

How reproducible:
Often

Steps to Reproduce:
1. Create lots of guest with lots of vbds (testing done with 20 guests with 30 disks each)
2. Create next guest
  
Actual results:
Creation fail with error: "Device ... (vbd) could not be connected. Hotplug scripts not working."

Expected results:
Guest created successfully
