Description of problem:
Currently we store osa-dispatcher login credentials for jabber network in
/etc/rhn/rhn.conf. This poses a problem during upgrades, since we simply
re-generate the password and as a result force Spacewalk users to
delete existing jabberd database.

We need a nicer solution to the problem and store the login credentials
in a persistent manner.

Steps to Reproduce:
1. Spacewalk needs to have rigorous solution for storing osa-dispatcher
login credentials.

We store the login / password in /etc/rhn/rhn.conf

Expected results:
The login credentials are being stored persistently.
