Use of this character at the beginning of a login causes breakage in certificates when the login name is used in them. There are 53 users who have logins with # as the first character. We will develop a business process to handle them, but would like to clean this up going forward so that we don't get more.

Can't we just "allow" use of "#" in a login name in certificates?

No, this breaks certificates.
