Description of problem: systemd supports reading sysctl information from files in /etc/sysctl.d, so it makes sense to package the directory. procps seems a little better than systemd, since that's where sysctl actually lives. Version-Release number of selected component (if applicable): procps-3.2.8-17.20110131git.fc15.x86_64
