+++ This bug was initially created as a clone of Bug #248465 +++

Description of problem:
It is not possible to specify user locale preferences (i.e. timezone
and language preferences) when creating a new user in webui; one needs
to set the locale preferences explicitly on a separate page.

This RFE is to request the ability to specify user locale preferences
in webui during new user creation.

Version-Release number of selected component (if applicable):
spacewalk-java-1.4.13-1.

How reproducible:
Always

Steps to Reproduce:
1. Create a new user in Spacewalk webui
  
Actual results:
You cannot specify locale preferences on the user creation page.

Expected results:
You should be able to specify locale preferences on the user creation page.
