Description of problem:

The online documentation does not discuss the need to restart the monitoring agents after applying a certificate. This is covered initially in the rhn-upgrade docs but should also be discussed here. This is especially for customers who are reactivating their Satellite and may have forgotten about the need to do this.

    /usr/share/spacewalk/setup/upgrade/rhn-enable-monitoring.pl

If you wish to enable (or re-enable) both monitoring and monitoring scout, run
the following command:

    /usr/share/spacewalk/setup/upgrade/rhn-enable-monitoring.pl --enable-scout

Outside of upgrade docs, the process to enable monitoring is to use the WebUI under Admin section for Satellite configuration to enable Monitoring. Once enabled you see a monitoring tab and then can enable Scout. Usage of the scripts is not recommended/needed for general use.

Sure. So something like within the Monitoring section of the Reference Guide.

So either within 8.1. Prerequisites or before it I would suggest text like:

By default Satellite has monitoring disabled. You will need to enable it before usage. 

Satellite comes with two parts to the Monitoring system. 
 1. Monitoring
 2. Monitoring Scout

The Monitoring system does all the backend work, such as storing monitoring data and acting on it, and runs on Satellite only. 
The Monitoring Scout system runs all the probes, collecting the monitoring data. Monitoring Scout can be enabled to run on your Satellite or for your RHN Proxy systems. Using Monitoring Scout on RHN Proxy off-loads that work from your Satellite Server, allowing for scalability of probes. 

To enable Monitoring, login as a user with Satellite Administrator role. Once logged in click on the tabs "Admin" -> "RHN Satellite Configuration". Select "Enable Monitoring", hit the 'Update' button to save. You may be asked to restart services for this to take effect. Go to the restart tab, or from a ssh session on Satellite as root to restart services - this will take the Satellite off-line for a short period of time, typically 2 -> 5 minutes.

Once Monitoring is enabled you will see under "RHN Satellite Configuration" a "Monitoring" tab. We generally recommend to leave the configuration values displayed as their default values. Please review "Sendmail Configuration" of the Satellite Installer Guide if you wish to use Notifications with Satellite Monitoring.

To enable Monitoring Scout on the Satellite, login as a user with Satellite Administrator role. Once logged in click on the tabs "Admin" -> "RHN Satellite Configuration" -> "Monitoring". Select "Enable Monitoring Scout", hit the 'Update Config' button to save.

We just mention the tabs, but do not explain using them as I did above. 

So again, not sure exactly where to put this. Maybe a subsection of Prerequisites, but the above is basically what needs to happen for bullet point to be true:
