[6.1] Common code infrastructure for VLAN null tagging [rhel-6.0.z]

This bug has been copied from bug #633571 and has been proposed to be backported to 6.0 z-stream (EUS).

Do code review. The patch http://patchwork.usersys.redhat.com/patch/29782 is included in kernel-2.6.32-71.29.1.el6. Set SanityOnly.
