Recreate:
1. create a valid provider
2. enter in provider account details that are valid w/o a public/private x509 key
3. click test

test succeeds.  

Is this by design?  I would assume that the test should include all the required fields.  If the test to ec2 works w/o the x509 certs, we should at least require the field to be filled out for test to succeed.

It seems I thought this worked ok whether the test worked or not w/ the keys. w/o a clear design this boils down to opinion.
