Description of problem:
After touching file /.autorelabel and rebooting the system, the file system does not get relabeled.

Steps to Reproduce:
1. Touch /.autorelabel.
2. Reboot system.
System boots without relabeling the file system.
System boots after relabeling the file system.
- Relabeling the file system used to work until recently.
- File /.autorelabel will never get removed, not even after several boot cycles.
The file system -does- get relabeled after adding "autorelabel" to the kernel boot options instead of touching /.autorelabel.

Try the attached patch (for /lib/systemd/system). Does this help?
