"repoquery --whatprovides -s gnome-sudoku" indicates that gnome-games provides this. In f14 and below this is true.

The srpm does contain gnome-sudoku files, but the binary rpms do not.

gnome-games-2.91.91-1.fc15.src.rpm

The sudoku files appear to be commented out in the spec? If this is true, the package should no longer have a 'Provides: gnome-sudoku' header.

Fixed in F16, sudoku is back.
