Description of problem:
brightness changes when switch application (or output changes) on external display

Version-Release number of selected component (if applicable):
xorg-x11-drv-intel-2.12.0-6.fc14.1.x86_64
xorg-x11-server-Xorg-1.9.4-1.fc14.x86_64

How reproducible:
plug external monitor and go to "Steps to Reproduce"

Steps to Reproduce:
1. run xterm (or rxvt) with black background and green output
2. run top (brightness will go up)
3. stop top and run clear (go down again)
  
Expected results:
Permanent brightness

Additional info:
It's really uncomfortable when switch between application (vim -> clear terminal -> browser for example)
