The test writes 48k to 3 different files. This creates 147456 bytes of usage, or 144 1k blocks. All I can think is that this is an xattr block or something, but the fs is supposed to be mounted with a context, and not create selinux xattrs. I am unable to repro this on rhel6, but I can repro it on rhel5. This is just a test flaw, I think, not a quota problem. (odd that it doesn't fail for me on rhel6 though, because it also doesn't mount with the context during the test ...)

I think that this was an xfstests bug, fixed by: commit 7f4a2e30b263fc301b2edd5a8f4abf66e7b3d4dc Author: Jan Kara <jack> Date: Wed Jun 29 16:04:40 2011 +0000 xfstests: Improve test 219 to work with different filesystems Different filesystems account different amount of metadata in quota. Thus it is impractical to check for a particular amount of space occupied by a file because there is no right value. Change the test to verify whether the amount of space is between the expected amount of space and the expected amount +5%. The number of files is checked exactly as previously.
