Description of problem:
In some cases rhts-compat service is not stopped.
I have seen this to happen on RHEL3 but it is likely to be "cross platform" bug.

Version-Release number of selected component (if applicable):
0.6.7

How reproducible:
100% on same OS release

Steps to Reproduce:
1. Clone https://beaker-stage.app.eng.bos.redhat.com/jobs/2384
  
Actual results:
Console is busy running rhts-compat during reservesys task which should kill the service.

Expected results:
Should be able to log in on console

Found following in rhts output:

> File "/usr/lib/python2.6/site-packages/beah/tasks/rhts_xmlrpc.py", line 413, in __init__
>   from rhts import testinfo
> ImportError: No module named rhts

The rhts module is for python-2.2 only while beah for 2.6.

This affects only el3.

RHEL3 is no longer supported.
