Description of problem: Enhance the amount of debug available from libvirt in case of crash by keeping a ring buffer of internal debug logs and dumping it when fatal signal or user requests it Needed to debug complex cases of daemon hang or crash

To test this run libvirtd without enabling debug logs (e.g., in default configuration), play a bit with virsh, and send SIGSEGV to libvirtd. Now you should see "Caught Segmentation violation dumping internal log buffer:" message appended to /var/log/libvirt/libvirtd.log followed by a bunch of debugging messages enclosed between "====== start of log =====" and "====== end of log =====" lines.
