Just did an install, and kept intuitively using the scroll wheel.
Er.. well..  attempting to.  ;o)  Doesn't work though.  ;o)

Could you add the following to the X config used in anaconda:

ZaxisMapping "4 5"

All our config files have this option currently so it should work ok
and not impose any compatibility problems for anyone.

Unfortunately, we have to use the PS/2 protocol by default in anaconda to avoid
making mouse usage impossible for folks without wheel mice.  And changing the
mouse protocol to IMPS/2 on the fly with the X server running doesn't work
either as the mouse has already been initialized at that point and
reinitializing it confuses it.  So unfortunately, without the ability to do
better probing of PS/2 mice, this is impossible to do.
