Description of problem:
To improve on the fix for 682323, if ricci authentication hasn't taken place, there's no point in entering any passwords at all. Simply exit stating that ricci authentication hasn't taken place, and to run 'passwd ricci'.

Actual results:
[root@taft-01 ~]# cman_tool version -r
You have not authenticated to the ricci daemon on taft-01
Password:
You have not authenticated to the ricci daemon on taft-04
Password:
You have not authenticated to the ricci daemon on taft-03
Password:
You have not authenticated to the ricci daemon on taft-02
Password:
Incorrect ricci password for taft-01
cman_tool: ccs_sync failed.
If you have distributed the config file yourself, try re-running with -S


Expected results:
[root@taft-01 ~]# cman_tool version -r
ricci authentication needs to take place ('passwd ricci')

Due to some absurd design decisions in ccs_tool (which cman_tool uses) changing this functionality will require a large re-write of the code.  I'm closing this WONTFIX as it is fairly low priority (though still irritating) and I'm concerned about introducing new bugs with such a large code change.
