Description of problem:
rhn-proxy-activate fails to obtain the available RHN Proxy channels for RHEL 6.0 from Satellite.

rhn-proxy-activate --server=$RHN-Server  --list-available-versions

Version-Release number of selected component (if applicable):
Satellite 5.4

How reproducible:
Always.

Steps to Reproduce:
1. Sync RHEL6 base channel + Tools + Proxy 5.4 channels to Satellite 5.4.
2. Register RHEL6.0 server to the Satellite
3. Add Tools Channel to the server.
3. yum install spacewalk-proxy-installer
4. rhn-proxy-activate --server=$RHN-Server  --list-available-versions
  
Actual results:
No Results

Expected results:
5.4
