Right now gdm and X just assume that all video devices have been probed at the moment gdm/X is started. However, we want to remove synchronous waiting for all devices to be probed from the boot process. To make this work it would be great if gdm would actively listen for video devices to pop up, and then go and start an X server and a greeter on each of them. That way we can start gdm relatively early without needing to wait for the full probing to be complete and gdm could make use of the graphics devices the instant they become available.
