Description of problem:
This problem is found by cqin. The comments sent by hwcertbot are just general comments, not stale certs special one.e.g.

Notice: There's no update since 2011-04-02 02:13:09.

but that cert is pending on vendor a long time.

This is caused by a api changed in xmlrpc of bugzilla, so we need to change it. thus, user_id_list is correct and the work can be handled correctly.

This bug is fixed in hwcertbot-2.0-11 release
