removes DST in Egypt starting 2011

Description of problem:
Egypt's interim government have cancelled DST.  Current version of timezone files would incorrectly switch to EEST at the end of this month.  Patch attached.

1.TZ=Africa/Cairo date -d "next month"
  
Actual results:
Time given in EEST


Expected results:
Time should be in EET
